Unfortunately, this is common with many ringnecks.
But he has one little problem he is extremely anxious and chews his nails when he's nervous.
Please give your ringneck space when you see this behavior. Make sure the cage is large, something like a flight cage or aviary and give your ringneck a way to "hide". Having a way to escape and feel "safe" is better than feeling trapped. I wouldn't recommend a cage any smaller than 32x21x35 (cage only!). If you can do one that's larger, then great! (if you don't have a large cage to begin with)
He chews and screams when I clean his cage, give him food or any time I approach him.
If you can, move slowly. Try to avoid putting your hands in the cage as much as possible. Don't look directly at your ringneck. Make sure that the cage is in a quiet area of the home, maybe even in a corner. Announce yourself quietly before coming into view.
If you have a cage where you can change food and water from the outside, then great! Make sure there are perches as far away from where the food dishes are so again, your ringneck can feel like he/she has a chance to get away. Again, move slowly.
When I got him the advice I got was to handle him every day but it only ends up in bloody fingers.
Common, but poor advice. Ringnecks can, and do, "go wild", however interacting with a bird who is currently terrified is the opposite of what you want to do! If the bird is tame and friendly, then by all means, handle the bird daily! But not a bird that is terrified! So go at the bird's pace. Let the bird choose when to interact with you.
It’s been a month but he still won’t even take food from my hand. Any advice for my anxious bird?
Instead of offering food by hand, it might be better to set up a treat cup at the front of the cage and any time you walk by the cage to drop a special treat that your bird likes into that cup. This will at least help teach the bird to look forward to your presence. You might even be able to use it as a means to clean the cage later on! Give bird treat, bird munches on treat as you clean the cage!
