Agression towards target stick?

I've started clicker training my Cockatiel, Jasper, and I have a couple of questions. Jasper is generally fearful/disinterested in everything. He doesn't really like toys that much, and is just skittish in general. He is good at touching the stick; however, it's more of a lunge/bite combination than a touch. Is it ok to reward him for a touch like this, or am I reinforcing a biting habit? If it's not ok, how can I get him to approach the stick more calmly?

If it is an actual lunge and he seems defensive, I would probably keep the stick further away and just reinforce looking at it, stepping towards it, etc. Video would be good to see.
