I wish budgies were bigger so we could hug and squeeze them haha.
My birds will only let me give them a few scritches on their neck….and only for 2 or 3 seconds. The only time they allow me to give em scritches on their head is when they are in their little travel cage. And they seem to love it.

I agree. Sometimes I get the urge to scoop mine up in my hand and just squeeze em while I kiss em, especially when they're relaxed and poofy. I don't obviously, but the temptation is there I have to settle for occasional short scritches too with just one for now because I'm still working to tame the other ‍
