What species is this?

I was looking around for a new background photo and I came across this little guy. I was thinking they looked hawkhead-like but somethings off?? The wings are what reminded me of hawks but the rest of the body looks nothing like one.
I've no clue what they could be, any ideas? Even any ideas on genus?
Looks maybe like a lory but I have no idea.

The wings, btw, I'm fairly certain are discolored from bronzing or poor nutrition

That must be it! Poor guy looks a lot different than the wild healthier birds. Threw me off with all of the discoloring in the feathers. Some of the lorys have almost "quill" like feathers like that, it's very distinct. Thanks for helping ID!

Looks to me to be a bird that has had a bath and is drying off... hence the odd coloration of the feathers.
