Contact vet offices anywhere in your area. Some vet offices act as "holding locations" for lost/stray animals found by the police. If your town/police dept. have an FB page contact them and ask to post the info on Oliver.

I checked the lost and found section of CL, and while I didn’t find any ads for cats matching Oliver, they did have this very comprehensive post about resources for lost animals.
I’d highly recommend giving it a read. We had a cat turn up missing a year ago, and for several days we were searching desperately for him. Even with that hellish experience, I learned several new things from that post.

I just put a can of tuna out by the pond on the golf course and checked around for him. After dinner I'll stroll the neighborhood and golf course to see if he's hanging out. There's ducks, geese, cotton tale bunnies and tons of wild birds so this area is a stray cat magnet! Will he come when called?
Maybe put some tuna around your place too. They can smell that stuff a mile away!
