How do I know if my parrot has mental disabilities or problems?

'Mental' as in nervous system related? From what I've read (not recently - apologies for a lack of citation), the inability to perch, balance, twitching can all be symptoms of nervous system disorder/issues. I'm not well versed in this, but let this post serve as a 'bump'

Self mutilation, extreme phobias causing them to thrash around the cage, other odd and/or destructive behaviors are some big ones.
There are a lot of different complexes? that can be developed, from anything from physical abuse, sexual frustration, round cages, to organ damage and wild hormones because of bad diets/etc and more.

If you want to know anything specific it would be good to have some context.
