Looks like a twisted feather ,,why anyone would clip like that, is beyond me. Best to watch him, maybe even ( I hate to say it) clip that twisted feather so hes not bothered by it. Hard to tell any thing else going on from your pic, hope hes ok.
. I'd clip it too like Birdbabe said and see...if he seems still being hurt better go to the vet for check the wing
