I have a young male 
Diggle just turned a year old, he's got about half a juvenile gray head now. He seems to be developing it super slowly, but I saw before it can take up to 3 years? It's so hard to find a lot of info on them.
From what I know the best book concerning the Psittacula gender is Asiatic parrots & their mutations by GJJ Bastiaan but it's not easy to find.
Yes generally the males gets their full colors at the age of three like most of Psittaculas but some can start at 2 or 2.5 years.
