what does it mean when they perch somewhere and start making that wheezing noise and chattering

Do you have a video? It could be anything from annoyed to just happy noises. What do you mean by wheezing? Parrotlets should not wheeze.

Video would help a bit more, like Milo said. Parrotlets often do this when they're content or relaxed; could also mean sleepy.

Mine will perch and quietly and chatter, I think she is happy. But then I think she is mimicking the bird in the big bush outside her window. As long as she is not pulling her Esther's out I'm ok with that.

Sometimes it can be hard to tell. My conure will yell at his food sometimes for no apparent reason.
