Growing out flights?

The little bird I might be long-term fostering has had his wings clipped for over 20 years.
With the owner's permission, I'd love to stop clipping him.
Do you think this would be safe? Tips? How long does it take for a Senegal's flights to grow in?

Could take 6 months to 2 years depending on where he is in his molt cycle. I'd say it's fine, he might not even try to fly at this point.

I've been holding off since it's not definite, but now it's like 90%! I was informally offered a poi back in June and the owner contacted me formally yesterday. It's like a foster and possibly adopt if it works out. :)
